Transformers and battery chargers, children's toys, Directive 2009/48/EC.

The Toys Directive states that transformers and chargers are not considered toys. However, chargers and transformers must comply with the safety and labelling requirements for electrical equipment as defined in Directives 2014/30/EU and 2014/35/EU.

Requirements for the design of electrical toys have been established. The first requirement is that toys must be battery-powered, transformer-powered or have dual power supply. The supply voltage of toys must not exceed 24 V. The operating voltage between any two accessible parts must not exceed 24 V when the toy is powered by the rated voltage. Transformers and battery chargers for transformer toys must not be an integral part of the toy. The transformer must not include toy control devices. Toys intended for use in water or for children under 3 years of age must not be transformer toys or dual-powered toys.

 If a resettable temperature limiter is required to meet the requirements of the standard, it must not be possible to reset it without the use of a tool. Transformers for toys must comply with the requirements of IEC 61558-2-7, and battery chargers and toys must comply with the requirements of IEC 60335-2-29.

Transformers and battery chargers must be tested separately from toys.

Compliance with the requirements of Directive 2014/30/EU is confirmed by standards EN 55014-1, EN 55014-2, EN 61000-3-2, EN 61000-3.

The harmonised standard EN 62115 prohibits the use of toys while charging.

Electric or radio-controlled toys, transformers and chargers cannot bear the CE marking if they do not comply with Directives (RoHS) 2011/65/EU and 2015/863.
